New York City Mayor Zohran Mamdani and Governor Kathy Hochul have announced an expansion of the city’s free early childhood education and childcare program, known as 2-K, with 10,000 additional seats set to become available in the fall of 2027. The expansion is expected to give more families across the city access to affordable childcare and early learning opportunities.

The announcement was made last Monday by Mayor Mamdani, Governor Hochul and other elected officials. The new seats will be introduced across all five boroughs, extending access to more families, including those throughout the Bronx and additional communities on Staten Island.

The expansion will bring the 2-K program to 17 additional school districts. Earlier this fall, the program began offering places to 2,000 children across five districts. With the planned expansion, the program will be available in 22 of New York City’s 32 school districts.

Mayor Mamdani said the need for affordable and accessible childcare among families was clear. He estimated that the free 2-K program could save parents up to $25,000 a year. Reducing childcare costs could also help parents remain in the workforce or return to work.

New York City Council Speaker Julie Menin said approximately 375,000 parents had left the workforce because of the lack of affordable and accessible childcare, with women accounting for a significant share of those affected. Expanding free childcare services could help ease the financial burden on families while creating more opportunities for working parents.

The initiative aims to expand access to early education and childcare for 2-year-olds while reducing the cost of raising children for families. Once the additional seats become available in the fall of 2027, more families across New York City will have the opportunity to benefit from the program.
