Questions are being raised about who actually holds power in Iran amid ongoing tensions with the United States and Israel, and debates over the country’s leadership structure have intensified.

According to a report by BBC Farsi, concerns have grown around the role of Iran’s newly appointed Supreme Leader, Mojtaba Khamenei. The report suggests that while he is believed to be involved in key decisions, he has largely remained out of public view in recent weeks.

A senior official was quoted as saying that negotiators are working under Khamenei’s directives, although he has not spoken publicly on the talks. Some recent statements issued in his name have focused on criticism of the United States.

At the same time, Iran’s negotiating team in talks with the U.S. reportedly includes influential figures such as Parliament Speaker Mohammad Bagher Ghalibaf and Foreign Minister Abbas Araghchi. Ghalibaf is known to have close ties with the Islamic Revolutionary Guard Corps (IRGC).

The IRGC, which plays a major role beyond a conventional military force, continues to exert significant influence in Iran’s political and security structure, particularly during periods of conflict. Despite losing several senior commanders in recent tensions, the group remains highly influential.

President Masoud Pezeshkian has been issuing regular statements, but questions remain over the extent of his actual authority. Analysts say real power in Iran still appears to be concentrated within key security and power networks inside the state.
